The United States and most Western nations in 2002 signed the Monterrey Consensus, pledging to reach 0.7% of Gross Domestic Product (GDP) as Official Development Assistance (ODA). However, the United States has currently committed only 0.24% of GDP as foreign aid; this deficit seriously jeopardizes the achievement of the MDGs.
