Four programs (each must include evaluation): 

partnerships (with centers like title VI, etc.)
purchases (requests for; multi-unit, multi-faculty)
loans (to develop something that pays back)
individual or small-group grants for teaching (seed funding; matching funding) -- writing with video course (as an example); design phase, implementation phase.  

Data on resources already in play?  Part of the transition.
